During the late 1990s the Police's bungled attempts to speed up procedures and investigations with sophisticated new computer programmes failed dismally. The huge costs resulted in fewer real PCs on the beat.

Laurence Clark was the New Zealand Herald's political cartoonist from 1987-96. He now freelances in Northland.
