By the late 1960s the possibility of building major hydro power stations on the Clutha River was being discussed and there was growing Central Otago concern about the local consequences.

Sid Scales, who studied at the London Central School of Art, was staff cartoonist at the Otago Daily Times from 1951 until his retirement in 1981.
